As per Rule 3 of the District Council and Panchayat Samiti Accounts Code, 1968, all financial transactions and all accounts of the District Council (preparation of annual accounts and maintenance of accounts and financial documents) are handled by the Finance Department. The Head of the Finance Department in the District Council is the Chief Accounts and Finance Officer, who is an officer of the rank of Deputy Director in the Maharashtra Finance and Accounts Service. He works as the Chief Executive Officer and Financial Advisor and Primary Auditor of the District Council regarding the matters of accounts and budgetary estimates as well as the implementation of financial rules. He is assisted by a Deputy Chief Accounts and Finance Officer (Class-1) and two Accounts Officers (Class-2). No authority approves any financial transaction without the advice of the Chief Accounts and Finance Officer.
Finance Department
Accounts of the statement amount received from various monopolists working with the District Council as well as security deposits are maintained. To record the deposited amount in the deposit register form number 71 as per the demand of the monopolist and after the department submits the deposit refund payments in form number 83, to pass the payments and to deposit the security deposits for three years in the district fund and to return the said lapsed deposits as per the approval of the standing committee. To keep the records of loan installments given to the Zilla Parishad employees for house construction, purchase of motorcycles in the register form number 79 as well as to keep the account of the amounts in the account.
After receiving the proposals for post-retirement group insurance of Class – 3 and Class – 4 employees of the Zilla Parishad from the concerned office, the proposals are scrutinized and the said group insurance payments are submitted to the treasury in the written form of Form No. Eight. After that, the work of paying the received cheques to the concerned is done.
All the work related to the establishment of the Gazetted Officer is done. Finance Committee meetings, minutes, etc. All the work is done.
Conducting internal audit of various departments of the Zilla Parishad and all the Panchayat Samiti and all the offices under it every year. Rectifying the errors found in the audit. Helping in resolving the doubts raised by the Local Fund Accounts, Accountant General and Panchayat Raj Committee.
As per the Government Decision No. Anniyo-1007/Pr.No.181/Aastha-11 dated 21 May 2010 of the Rural Development and Water Conservation Department, the Defined Contribution Pension Scheme (DCPS) is applicable to the employees appointed in the Zilla Parishad service on or after 01 November, 2005.
Non-teaching employees (excluding teaching employees) of the Defined Contribution Pension Scheme (DCPS) have been included in the National Pension Scheme (NPS) under the Government Decision No. Anniyo-2015/Pr.No.62/Finance-5 dated 13 June 2017 of the Rural Development Department. In this regard, the Pension Fund Regulatory and Development Authority (PFRDA) established by the Central Government and NSDL e-Governance Infrastructure Limited (National Securities Depositories Limited-e-Governance Infrastructure Limited) as the Central Record Keeping Agency (CRA) have entered into an agreement with the Finance Department, Government of Maharashtra on behalf of the Government on 10.10.2014.
At present, out of the total 1912 employees working in the Defined Contribution Pension Scheme (DCPS) of Zilla Parishad Kolhapur, 1905 employees have been successfully registered in the National Pension Scheme (NPS) and the registration of the remaining employees is in progress.

As per sections 137 and 138 of the Maharashtra Zilla Parishad and Panchayat Samiti Act, 1961, the budget of the Zilla Parishad’s own funds is prepared by the Finance Department. After the recommendations of the Finance Committee, the said budget is presented to the Zilla Parishad general meeting for approval. The original revised budget of the own funds is prepared and submitted before 25th February every year for the recommendation of the Finance Committee. It is submitted to the Zilla Parishad with the recommendations of the Finance Committee before 27th March every year for approval. Also, a supplementary budget is prepared according to the available amount and approved by the Zilla Parishad along with the recommendations of the Finance Committee. The budget is finalized after considering the amendments and suggestions suggested by the Zilla Parishad general meeting and sent to the concerned departments for further action. Final Budget 2024-25
Pending Paragraph Report (Accountant General)
In the Audit Branch, administrative approval / approval of expenditure is given on the proposals received from the Head of Account in the Zilla Parishad. Also, after preliminary inspection of all types of payments received, remarks regarding payment are recorded and the monthly accounts of the headquarters are prepared by recording the receipts and expenditure. Also, the funds received from the 15th Finance Commission from the Central Government are planned and distributed by this department.
Maintaining the Provident Fund accounts of teachers and non-teaching employees in the Zilla Parishad service, providing account statements to the concerned employees, withdrawing the amount refunded/non-refundable to the employees from the Provident Fund and returning all the balances of the relevant accounts of the P.N.I. with interest after retirement. Also, the benefits under the Deposit Insurance Scheme are provided to the heirs of the employees who die while in service through this branch.
Proceedings are taken to approve the service pension and other post-retirement benefits of teachers and non-teaching employees retiring from the Zilla Parishad service without delay. In this, a complete proposal must be received from the concerned department. Also, the work of salary verification is done.
As per Section 136 of Maharashtra Zilla Parishad and Panchayat Samiti Act 1961, the annual accounts of the Zilla Parishad are prepared by the Finance Department. This includes preparing monthly accounts No. 19, 20, and 21 every month, obtaining the approval of the Finance Committee and Standing Committee of the Zilla Parishad for the consolidated accounts. The annual accounts of the Zilla Parishad for the previous year must be approved by the Finance Committee before 25th August and by the Zilla Parishad General Assembly before 30th September, and the accounts of the Zilla Parishad are submitted to the Government for publication in the Government Gazette before 15th November. Since last year, the accounts of the Zilla Parishad have been prepared in the computer system Priya Soft.
