    Secondary Education Department

    The work of the Secondary Education Department is carried out as per the provisions of the Secondary School Code and amendments made to it from time to time and as per the government decision circular of the School Education Department. The Education Department (Secondary) provides service benefits to teachers/non-teaching staff in all secondary schools in the district and submits proposals for starting new secondary schools to the government with recommendations, approves the proposals for fee waiver to students and accordingly distributes fee grants to schools, salary/non-salary building rent to aided schools and other ancillary grants. Non-salary grants (2022-23) Schools -459 eligible, Junior College -84 eligible, Military School – 1 eligible

    In Kolhapur district, there are 692 aided, 66 unaided, 83 permanent unaided, 43 self-financed and 152 junior colleges, 62 partially aided schools.

    As per rule 26.4 of the Secondary School Code, an application from or on behalf of a student (guardian) studying in the school regarding change in the name/surname/parents’ name/caste/date of birth/place of birth and entries in the school register will be considered. An application from or on behalf of a student who has left the school will not be considered.

    1. Approval of retirement cases of retiring teachers / non-teaching staff of non-government secondary schools.
    2. Approval of reimbursement of medical expenses of teachers and non-teaching staff of aided private schools.
    3. Group recognition of non-government aided / unaided / self-financed secondary schools is done online based on the information filled in UDAS.
    4. Individual recognition of non-government aided / unaided secondary schools is done by organizing camps. It is implemented as per the guidelines and norms given from time to time as per the government decision. The authority to transfer teachers / non-teaching staff of non-government secondary schools lies with the concerned management.
    5. The process of approving the transfers is done at the office level after verifying whether the transfers made by teachers / non-teaching staff are in the approved posts or not.
    6. Teachers in non-government aided secondary schools who have completed 12 years of satisfactory service are entitled to the benefit of senior pay scale. Also, non-teaching employees are entitled to the benefit of fixed-term promotion after completing 12 years of service.
    7. Teachers in non-government aided secondary schools who have completed 24 years of satisfactory service and whose educational qualification is a postgraduate degree are granted selection grade at the institution level. It is mandatory for the teachers concerned to complete the in-service training required for selection grade. Selection grade is admissible to 5% of the posts of teachers in the senior pay scale in the said institution according to seniority.

    * For 2023-24, Mr. Sagar Pandurang Vatkar, a secondary school teacher from the district, was selected.

    * For 2022-23, Mr. Sudhir Appaya Amangi, a secondary school teacher, was selected.

    * For 2022-23, Mr. Shivaji Pandurang Patil, a secondary school teacher, was selected as a special sports teacher.

    * For the National Teacher Awards 2024, Mr. Sagar Chintaranjan Bagade, a secondary school teacher from Kolhapur district, was selected.

    A government decision has been issued by the School Education Department on 19th January 2013 regarding the provision of non-salary grant to non-government aided secondary schools and higher secondary schools in the state. As per this government decision, instructions have been given to freeze the salary of secondary schools as per the Fifth Pay Commission dated 1st April 2008 and provide 4 percent non-salary grant and 1 percent building rent/maintenance grant. Also, non-salary grant is payable only to those schools which fulfill the physical facilities and other matters as per the Right of Children to Free and Compulsory Education Act, 2009.

    Under Swachh Bharat – Swachh Vidyalaya Abhiyan, a total of 90 schools that have achieved 5 stars at the district level were awarded certificates with frames under the chairmanship of the Hon’ble District Collector and in the presence of Hon’ble Chief Executive Officer, ZP Kolhapur. Successfully organized on 21st July 2022.

    Under the Prime Minister Poshan Shakti Nirman Yojana, as per the directives of the government dated 11th July 2023, backyard gardens should be created in schools in the state and fresh vegetables produced from these backyards should be used in school nutrition.

    The 52nd District Level Science Exhibition and Book Festival 2024-25 was held at New English School Abdullat, Ichalkaranji from Saturday, 03/01/2025 to 05/01/2025. An amount of Rs. 26000/- (Rupees Two Lakh Sixty Thousand Only) has been spent for the science exhibition from public subscription. This time, primary and secondary students, teachers, laboratory assistants and attendants from 12 talukas of Kolhapur district, Kolhapur, Ichalkaranji city participated. 133 science equipments were displayed. Earlier, science exhibitions were held at the taluka level. An amount of Rs. 240000/-/- (Rupees Two Lakh Forty Thousand Only) has been spent for the taluka science exhibition from public subscription.
